Russia's oil-producing region is preparing for drone attacks
Authorities in Russia’s Khanty-Mansi Autonomous Okrug, where about 40% of the country’s oil is produced, have begun preparing for possible attacks by Ukrainian drones. Regional officials have proposed adding drone strikes to the list of causes considered “extreme life-threatening situations.”
The Russian publication “Verstka” drew attention to the corresponding draft amendments to regional legislation.
According to the document, “extreme” circumstances are proposed to include situations in which a person is in urgent need of immediate assistance and cannot cope with the situation on their own, even by using all available means and resources.
Currently, such cases include, in particular, natural disasters, man-made explosions, and loss of livelihoods. Once the amendments are approved, residents of the Khanty-Mansi Autonomous Okrug who are affected by drone strikes will be able to count on assistance from local authorities.
This includes, in particular, hot meals, monthly food packages, clothing, shoes, and other necessary assistance.
Until now, cities and enterprises in the Khanty-Mansi Autonomous Okrug have not been subjected to direct drone attacks. At the same time, the preparation of these legislative changes indicates that the Russian authorities in the region are already anticipating the possibility of such strikes.
The Khanty-Mansi Autonomous Okrug is one of Russia’s key oil-producing regions, so potential attacks on its infrastructure could have a significant impact on the Russian fuel and energy sector.

On the night of September 2, Russia’s Moscow Region came under a massive drone attack. According to the region’s governor, Andrei Vorobyov, Russian air defense forces allegedly shot down 56 drones over the region.
