In St. Petersburg, subway stations will be converted into bomb shelters
The St. Petersburg Metro in Russia has decided to adapt nine stations, four tunnel sections, and approximately 35 kilometers of track for use as civil defense shelters. A request for proposals to select a contractor to develop a feasibility study for the work was posted on the government procurement portal.
The selected contractor must identify a list of facilities to be expanded and adapted into protective structures, taking into account the risks of man-made disasters, fires, and changes in the groundwater level.
A specific requirement for ventilation systems is to ensure that the air is filtered to remove radioactive dust, aerosols, and toxic substances. At the same time, an inventory of shelters is being conducted in the city; most of them were found to be unusable without repairs. Additionally, since the summer of 2026, concrete shelters have been installed in Kronstadt following attacks on Baltic Fleet facilities.

In the fourth year of the war, Russians will be able to access information about civil defense shelters through the state portal “Gosuslugi.” Information on evacuation points will also be available.
In Belarus, inspections, repairs, and modernization of bomb shelters have intensified since early 2026. According to the BELPOL project, dozens of protective structures have already been restored, and based on the results of inspections, officials have issued dozens of orders to rectify violations.
