Russian intelligence is compiling lists of "volunteers" from among debtors and students

Russia is facing growing difficulties in recruiting people willing to fight in the war against Ukraine, prompting local authorities to compile lists of so-called “volunteers” consisting of debtors and students. 

This was reported by the Main Intelligence Directorate of the Ministry of Defense of Ukraine.

According to intelligence reports, in February 2026, regional and municipal authorities in the Russian Federation received instructions to compile such lists.

The lists primarily include individuals with debts for housing and utility services and family members of debtors, including spouses, children, or other relatives.

It is noted that these lists may be used as a tool of pressure to coerce individuals into signing contracts for military service.

As an “incentive,” the write-off of utility debts is offered.

In the event of a mobilization, these categories of citizens may be prioritized for conscription notices.

Separately, according to the GUR, Russian Minister of Higher Education Valery Falkov allegedly ordered that at least 2% of students be prepared to sign contracts.

Students are being offered academic leave and contracts for at least one year.

Among the promised incentives are: cash payments, benefits, the opportunity to return to studies and transfer to state-funded programs, or additional financial support.

It is also reported that in some cases, university administrations may relax requirements for students who agree to sign a contract.

Earlier, Russian authorities introduced a new scheme to replenish the occupation forces, shifting the responsibility for mobilization to the heads of medium and large enterprises.
