In Russia, Lukoil and Novatek plants were shut down following attacks by the Ukrainian Armed Forces
Following Ukrainian strikes, two major Russian oil refining facilities have halted operations. These are the LUKOIL-Nizhegorodnefteorgsintez refinery in Kstovo, Nizhny Novgorod Oblast, and the NOVATEK-Ust-Luga complex in Leningrad Oblast.
The General Staff confirmed that following the strike on August 26, the LUKOIL-Nizhegorodnefteorgsintez LLC refinery, located in the city of Kstovo in the Nizhny Novgorod region, ceased operations.
Thus, Ukrainian strikes have led to the shutdown of one of the key enterprises in the Russian oil refining industry.
It has also been confirmed that the “NOVATEK-Ust-Luga” complex in Slobodka, Leningrad Oblast—which Ukrainian forces struck on September 1—has ceased operations.
As a result of the strike, pipelines connecting the oil pumping station to the storage tanks were damaged. This caused a spill of petroleum products covering an area of 200 square meters.
In addition, a gas condensate primary processing unit and two columns of the hydrocracking unit were damaged.
A burning pipeline in the tank farm and another oil spill—covering an area of 250 square meters—were also reported at the facility.
The General Staff emphasized that both affected enterprises are involved in supplying the Russian Armed Forces.
The Ukrainian Armed Forces continue to strike key facilities of the Russian military-industrial and fuel infrastructure.
“Operations against key enemy targets are ongoing,” the General Staff of the Ukrainian Armed Forces stated.

On September 3, Russian troops wounded five residents of the Donetsk region. Civilians in Kramatorsk, Sloviansk, Druzhkivka, Yasnogorka, and Sukhanivka were injured as a result of enemy attacks.
In the Kherson region, one person was killed as a result of Russian attacks over the past 24 hours. Eight more people were injured.
In Kyiv, Kyiv City Express train service has been temporarily suspended due to an elevated air threat. City commuter train service will resume once the air threat has passed and the necessary authorization has been received.
