Next week, during the NATO leaders’ summit in Ankara, U.S. President Donald Trump will focus on the use of American artificial intelligence technologies as a strategic tool

Washington effectively controls access to the most advanced developments in this field, which allows it to decide independently which allies will be granted the right to implement them.

Cutting-edge models from Anthropic and OpenAI are capable of detecting vulnerabilities in security systems far more effectively than humans. 

These tools can serve as a powerful shield in cyberspace, but at the same time, they pose a threat, as they allow adversaries to carry out cyberattacks on an unprecedented scale.

“AI is radically changing the threat landscape. NATO must adapt. All the capabilities that AI provides to our adversaries are also available to us—the key question is whether we are ready to act first and use them effectively,” said Helen Popp, Estonia’s representative on cyber policy.

The Trump administration is currently restricting access to the most powerful models due to the high risks of their misuse. 

For example, Anthropic’s Claude Mythos model is currently being tested by U.S. intelligence agencies for digital espionage and defense purposes, but access to it remains limited for European partners.

Despite the disappointment of some Alliance members, the White House insists on the need for a cautious approach to technology exports. 

A State Department spokesperson emphasized that the modern Alliance must be based on secure networks, and that each member must invest in proven innovations.

“Every ally must invest in the necessary cybersecurity measures and implement proven, cutting-edge artificial intelligence technologies,” the State Department spokesperson added.
