Palestinian leader presents his reconciliation plan — Asharq Al-Awsat
Palestinian leader Mahmoud Abbas presented seven principles for negotiations on intra-Palestinian reconciliation, which are expected to take place in Cairo, Egypt. The document calls for an end to the consequences of what it describes as a coup in Gaza, Asharq Al-Awsat reports, citing sources within Palestinian political circles.
A Single System and Armed Force
According to the publication, the document, titled “The Palestinian-Palestinian Path to Palestinian Reconciliation,” calls for a single system, a single law, and a single legitimate armed force. It also expresses commitment to the Palestine Liberation Organization and its platform, as well as recognition of the PLO as the sole legitimate representative of the Palestinians.
Other provisions include peaceful popular resistance and a political settlement based on the two-state model and international resolutions. Abbas proposes establishing a technocratic government, which he would appoint to administer the West Bank, East Jerusalem, and the Gaza Strip. The document assigns responsibility for negotiations on a comprehensive peace agreement to the PLO.

Preparations for the Meetings in Cairo
Delegations from Fatah and Hamas have begun preparations for the talks. Hamas’s position on the proposed principles is currently unknown. A high-ranking source within the movement told the publication that Hamas is open to a dialogue that, in its view, would serve broader Palestinian interests and foster a genuine partnership to change the status quo.
Representatives of the Palestinian factions are expected to arrive in Cairo in stages for bilateral meetings that could lead to a broader national dialogue. The Fatah delegation is expected to be led by Jibril Rajoub. Azzam al-Ahmad, who is already in Cairo, may join the delegation arriving from Ramallah. The Fatah Central Committee has also established a committee to participate in the national dialogue: it will be headed by Rajoub, and its members will include Mohammad Shtayyeh and Majed Faraj.
Possible Postponement of Elections
Palestinian internal affairs, particularly the legislative elections scheduled for November, are also expected to be discussed during bilateral meetings and a possible broader dialogue. The publication’s sources within various Palestinian factions have reported an increasingly high likelihood that the elections will be postponed. One of the sources believes that Israel will likely not allow the elections to take place and may obstruct voting in East Jerusalem and conduct military operations in the West Bank. Two other sources stated that the factions acknowledge the difficulties and see the need to postpone the elections.
