Seoul Not Satisfied with Ukraine's Apology Over North Korean Prisoners — Yonhap
South Korea received an apology from Ukraine for disclosing information about the transfer of two North Korean prisoners of war. At the same time, officials in Seoul stated that the apology was insufficient and did not meet South Korea’s expectations.
“I have been in constant contact with Ukrainian Foreign Minister Andriy Sybiga on this issue, and he explained just how complex the situation is,” Cho said during a parliamentary audit of his ministry, responding to lawmakers’ questions about whether Ukraine had apologized.
He noted that the apology did not meet Seoul’s expectations.
“The messages I received (from Sybiga) included an apology. But there is a discrepancy with the expected level, so we intend to take decisive measures,” the minister said.
Cho added that the government is considering various options, including the possibility of recalling South Korea’s ambassador to Ukraine, Park Hee-chan, as suggested by one of the lawmakers.

During his speech at the UN General Assembly in New York, USA, President Volodymyr Zelenskyy stated that Ukraine had recently handed over two North Korean prisoners of war to South Korea.

In South Korea, the presidential administration demanded an official explanation and an apology from Ukraine for disclosing information about the handover of two North Korean prisoners of war to Seoul. Seoul claims that Kyiv violated a confidentiality agreement and subsequently denied the existence of such an agreement.
