RwandAir fined 15 million naira in Nigeria over baggage complaint
In Nigeria, the Nigerian Civil Aviation Authority (NCAA) fined RwandAir 15 million naira for failing to resolve a passenger’s baggage complaint within the prescribed timeframe. According to Premium Times Nigeria, the carrier was also ordered to replace the passenger’s damaged suitcase and pay $170 in compensation for essential needs.
Aviation regulator’s decision
The sanction was announced on Friday by NCAA Director of Public Affairs and Consumer Protection Michael Achimugu. According to him, the airline was penalized for violations related to consumer rights protection.
The fine was imposed because the baggage issue was not resolved within the required timeframe. The decision on compensation and replacement of the suitcase was made in accordance with Part 19 of the Nigeria Civil Aviation Regulations 2023.

Baggage compensation rules
Under these rules, passengers on international flights are entitled to $170 in compensation to purchase essential items while waiting in the event of baggage delay. The document also provides for compensation in cases of baggage loss or damage if this occurred through the airline’s fault.
The NCAA notes that all air carriers operating in Nigeria must comply with consumer protection provisions. Passengers may refer unresolved complaints to the regulator’s consumer protection department. In August, the NCAA also announced plans to introduce RFID technology at domestic and international terminals to improve the tracking of checked baggage.
