A record 15,000 amendments have been submitted to the new Civil Code

A record 15,000 amendments have been submitted to the draft of the new Civil Code. The Committee on Legal Policy notes that over the past two parliamentary sessions, such a large number of amendments to draft laws has never been recorded.

 

The Verkhovna Rada adopted draft law No. 15150 as a basis for further refinement in accordance with Part 1 of Article 116 and taking into account the proposals set forth in the main committee’s conclusion. The draft law provides for a comprehensive update and systematic review of Ukraine’s civil law. The decision was supported by 254 members of parliament.

The document proposes a systematic review of private law across nine books, covering personal, property, family, inheritance, and international private relations.

As of June 2, members of parliament had submitted over 15,000 amendments and proposals to the draft of the new Civil Code. This number of changes set a record for bills considered by the parliamentary committee on legal policy during the last two sessions of the Verkhovna Rada.

As noted, the maximum number of amendments to a single bill was about 5,000. Thus, the draft of the new Civil Code has more than tripled the previous record.

As a reminder, the High Council of Justice of Ukraine continues to consider a disciplinary complaint against Volodymyr Yaroslavovych Marmash, a judge of the Lychakiv District Court of Lviv. 

The High Council of Justice is currently considering a disciplinary complaint filed on behalf of Alona Volodymyrivna Shevtsova against Volodymyr Yaroslavovych Marmash, a judge of the Lychakiv District Court of Lviv, who committed gross violations bordering on disciplinary and criminal liability, in particular, considering a motion by BEB detectives to conduct a special pre-trial investigation regarding Alona V. Shevtsova.

Judge Marmash V.Y. considered this motion significantly later, after the pre-trial investigation deadlines had expired, which made it impossible to grant the motion. The only lawful option in such a situation was to return the motion; however, Judge Marmash V.Y. failed to comply with the requirements of the law.

Based on materials from the National Agency for Corruption Prevention (NAZK) and evidence gathered independently, a prosecutor from the Specialized Anti-Corruption Prosecutor’s Office filed a lawsuit with the High Anti-Corruption Court seeking a ruling that the assets used by the former head of the detective division of the Economic Security Bureau of Ukraine and his wife during the period of 2023–2024 were of unjustified origin.
