The Pension Fund of Ukraine will continue to accept scanned copies of paper employment records after June 10, 2026, despite the end of the five-year transition period for converting employment data to electronic format.
Entries in paper employment record books will continue to be used to confirm work experience and other pension rights of citizens.
“Until June 10, employers (insurers) and citizens—employees (insured persons)—have the opportunity to digitize paper employment record books on the Pension Fund of Ukraine’s electronic services web portal. However, after this deadline, this option will remain available,” the Pension Fund noted.
According to the institution, more than 10 million paper employment record books have already been digitized, while approximately 1.5 million documents remain unentered into the electronic registry.
The PFU emphasizes that paper employment record books have effectively lost their significance for personnel records. At the same time, information about employment history previously entered into them remains valid and is taken into account when calculating pensions.
As a reminder, on June 10, 2021, Law No. 1217-IX came into force, introducing electronic record-keeping of employees’ work history in Ukraine. The law provided for a five-year transition period for entering data from paper employment record books into the State Register of Insured Persons.
After this period ends, the option to digitize employment records will not be discontinued, and the procedure will remain available through the Pension Fund’s electronic services.
This was announced by Oleksandr Maletskyi, Deputy Chairman of the PFU Board for Digital Development, Digital Transformation, and Digitalization.
The Pension Fund of Ukraine updated data on the implementation of electronic employment record books as of April 23. According to this data, the process of digitizing employment history in Ukraine is proceeding at a rapid pace.
