There is a court ruling, but no charges have been filed: UA.NEWS reached out to the leadership of the Special Anti-Corruption Prosecutor's Office (SAPO) and the National Anti-Corruption Bureau of Ukraine (NABU) regarding the case of Dmytro Verbytskyi

The UA.NEWS editorial team sent press inquiries to Prosecutor General Ruslan Kravchenko, Head of the Special Anti-Corruption Prosecutor’s Office (SAPO) Oleksandr Klymenko, and Director of the National Anti-Corruption Bureau of Ukraine (NABU) Semen Kryvonos. The journalists are asking for a report on the status of the investigation into Dmytro Verbytskyi’s alleged illicit enrichment, which has effectively stalled despite a recent court ruling against the former official.

Main concern: Why has Dmytro Verbytskyi not been charged? 

The reason for the inquiry was the lack of procedural decisions in criminal proceeding No. 52024000000000231, which began back in May 2024. Despite the NACP’s conclusion regarding unexplained assets totaling nearly 29 million hryvnias, anti-corruption authorities have yet to notify Dmytro Verbytskyi of any charges. The editorial board emphasizes that, under the current Code of Criminal Procedure of Ukraine, this is a direct obligation of investigators when sufficient evidence is available.

The court confirmed the validity of the charges

An additional argument for intensifying the investigation was the decision of the Kyiv District Administrative Court dated February 25, 2026 (Case No. 320/749/25). The court fully dismissed Verbytskyi’s lawsuit against the NACP, thereby effectively recognizing the legitimacy of the agency’s conclusions regarding the identification of signs of illicit enrichment.

According to the case file, the following assets, acquired through related parties, are in question:

  • Luxury car fleet: a Lexus ES 300H, a Lexus NX 300H, and a Porsche Macan T with a total value of over 5 million UAH;
  • Real estate: a house and land in Kyiv (16.3 million hryvnias), a mansion in Odesa (10 million hryvnias), as well as an apartment and a plot of land in Antalya (Turkey) worth 3.9 million hryvnias;
  • Cash and cryptocurrency: over 2 million UAH in cash and Tether (USDT) cryptocurrency from unconfirmed sources.

Risk of Delay in the Case of Dmytro Verbytskyi

In its inquiry, UA.NEWS notes that such an “unusual pause” in the investigation could lead to the case being closed due to the statute of limitations. Journalists are calling on NABU and the SAPO to uphold the principle of equality before the law for all, regardless of the suspects’ previous positions.

The editorial team has also involved the NABU Public Oversight Council in the matter by sending a corresponding appeal to them to ensure the transparency of the process. UA.NEWS is awaiting official responses and continues to monitor the progress of the investigation, which is set to become a test of integrity for the entire anti-corruption system.

It was recently reported that former Deputy Prosecutor General Dmytro Verbytskyi has officially launched his political career. The Odesa regional branch of the “Batkivshchyna” All-Ukrainian Union, in response to a request from UA.News, confirmed that Verbytskyi is already a member of Yulia Tymoshenko’s party.

Additionally, UA.NEWS received a response from the State Financial Monitoring Service of Ukraine to its inquiry to the National Agency for Corruption Prevention (NAZK) regarding the application of enhanced financial monitoring to former Deputy Prosecutor General Dmytro Verbytskyi as a “politically exposed person” (PEP).
