An investigation is underway in Kharkiv into the possible embezzlement of 1.1 million hryvnias during renovations at the employment center

Law enforcement officials are investigating the alleged embezzlement of public funds during the major renovation of the building housing the Kharkiv City Branch of the Kharkiv Regional Employment Center. According to the investigation, the amount of potential losses exceeds 1.1 million hryvnias. The prosecutor’s office has confirmed that criminal proceedings are underway. The center’s former director, Oleksandr Kotukov, is being questioned as a witness in the case.

Last year, there were reports of a scandalous renovation of the facility, for which over one million hryvnias were allocated from the budget. At the same time, after the work was completed, as noted by our editorial team, the building’s roof continued to leak, and water even reached the second floor.

As the editorial team learned from open sources, the former director of the Kharkiv Regional Employment Center, Oleksandr Kotukov, may be involved in criminal proceedings regarding possible violations during the renovation.

The prosecutor’s office’s response states that the investigative department of the Kharkiv District Police Department No. 1 of the Main Directorate of the National Police in the Kharkiv region did indeed conduct a pre-trial investigation in criminal proceeding No. 42024222010000067 dated April 23, 2024.

The proceedings were initiated on the grounds of a criminal offense under Part 2 of Article 367 of the Criminal Code of Ukraine—official negligence resulting in serious consequences for state interests.

At the same time, the prosecutor’s office clarified Oleksandr Kotukov’s status in the case. In response to the editorial office’s inquiry, it was stated: “In the aforementioned criminal proceedings, the individual mentioned in your inquiry is a witness.”
