Starting August 2, new rules for granting pensions will take effect in Ukraine. In particular, the procedure for submitting documents will be simplified, and certain periods of employment will be counted toward the insurance record even in cases where the employer did not pay the unified social contribution.
What Will Change Starting August 2
On August 2, 2026, Law No. 4851-IX “On Amendments to the Law of Ukraine ‘On Compulsory State Pension Insurance’ Regarding the Confirmation of Insurance Service” will take effect.
Key changes:
The Pension Fund will no longer require documents if the necessary information is already contained in state registries.
Certain periods of employment will be counted toward the insurance record, even if the employer did not pay the unified social contribution.
The Pension Fund will assist citizens in gathering the documents necessary to apply for a pension.
Who Will Have Their Service Record Counted Without Contribution Payments
Periods of employment without payment of the unified social contribution will be counted toward the insurance record under two conditions:
the employer has arrears in the payment of the unified social contribution;
at the same time, the employer has submitted reports confirming the accrual of wages and contributions in an amount not less than the minimum insurance contribution.
Such periods will be taken into account when determining eligibility for a pension. However, they may not fully affect the amount of future pension payments.
At the same time, the insurance service requirements for retiring at age 60 continue to increase. In 2026, 33 years of service will be required; in 2027, 34 years; and starting in 2028, 35 years.
No pension increase is planned for August
There will be no mass pension recalculation in August, as the scheduled indexation already took place in March.
At the same time, certain categories of pensioners will receive:
age-based supplements of 300, 456, or 570 UAH;
individual recalculation of pension payments;
a one-time cash benefit on Independence Day for categories of citizens specified by law.
