Zelenskyy has appointed 15 new judges, most of whom will serve in appellate courts
Ukrainian President Volodymyr Zelenskyy has signed a series of decrees appointing 15 judges to appellate, local, administrative, and commercial courts.
The relevant personnel decisions were formalized by decrees No. 454/2026–468/2026 dated June 2, 2026.
The Zaporizhzhia Court of Appeals received the most appointments, with six judges appointed at once. Four more personnel decisions concern the Chernihiv Court of Appeals.
The following individuals were appointed to the Zaporizhzhia Court of Appeal:
- Tetyana Kononenko;
- Lilia Saltan;
- Lidiia Klymenko;
- Dmytro Sakoyan;
- Volodymyr Nikitin;
- Dmytro Bredun.
The following have been appointed to the Chernihiv Court of Appeals:
- Stanislav Chernopyatov;
- Oleksandr Suprun;
- Maksym Gurenko;
- Andriy Stelmakh.
The head of state also signed decrees appointing:
- Yuriy Glomba as a judge of the Rivne District Administrative Court;
- Vita Levchuk as a judge of the Kostopil District Court of Rivne Oblast;
- Tetyana Lavreniuk as a judge of the Eastern Commercial Court of Appeal;
- Artur Belousov as a judge of the Zhytomyr Court of Appeal;
- Bogdan Bazarnik — judge of the Netishyn City Court of Khmelnytskyi Oblast.
All appointments were approved by presidential decrees dated June 2, 2026. The documents were issued in accordance with the Constitution of Ukraine and the Law of Ukraine “On the Judicial System and the Status of Judges.”
These personnel decisions are aimed at strengthening the judicial system and filling vacant positions in courts of various instances across the country.
As a reminder, on May 19, Ukrainian President Volodymyr Zelenskyy signed decrees appointing 23 judges.

Previously, the High Council of Justice was considering a disciplinary complaint filed on behalf of Alona Volodymyrivna Shevtsova against Judge Volodymyr Yaroslavovych Marmash of the Lychakiv District Court of Lviv, who committed gross violations bordering on disciplinary and criminal liability, in particular, considering a motion by BEB detectives to conduct a special pre-trial investigation regarding Alona V. Shevtsova.
The complaint against Marmash is that he rendered his decision after the expiration of the pre-trial investigation period, which made it impossible to grant the relevant motion. The only lawful option in such a situation was to return the motion; however, Judge Marmash V.Y. failed to comply with the requirements of the law.
