Britain to consult on rules for rental e-bikes — The Guardian

In the United Kingdom, the Department for Transport plans to hold a consultation on introducing nationwide rules for e-bike rental services. They will cover parking standards, the size of rental bike fleets and possible insurance requirements for operators.

As The Guardian reports, the initiative is intended to replace the current system of different arrangements between bike companies and local councils. In some areas, bikes from Lime, Forest and Voi may be left only in specifically designated locations, while rules are less strict in others.

Parking and safety

Improperly parked e-bikes can block pavements, creating difficulties primarily for wheelchair users, people with prams and people with visual impairments. The consultation will also cover antisocial and illegal behaviour while riding, including going through red lights and the use of bikes by minors or people under the influence.

The government will consider recommendations on the size of rental bike fleets in certain areas in order to avoid excessive concentrations. Operators may also be required to have insurance so that a person hit by a rented e-bike user can seek compensation.

City powers

Other issues include the possibility of giving local councils and mayors powers over rental fares, as well as requiring companies to share data for oversight and transport planning. Shared e-bike rental systems appeared in the United Kingdom in 2018 and spread particularly rapidly in London. According to one estimate, more than 2.6 million Britons used them in the year to September 2025.

Transport Secretary Heidi Alexander said that such services help people get around cities, support physical activity and reduce emissions, but must take communities' needs into account. In London, the transfer of powers to Mayor Sadiq Khan and Transport for London to unify rules, which currently vary depending on the city's borough, is being considered in parallel.
