Lifetime monitoring: The NACP has confirmed the PEP status of former prosecutor Dmytro Verbytskyi

In response to a request from UA.NEWS, the National Agency for Corruption Prevention (NACP) has officially confirmed that former Deputy Prosecutor General Dmytro Verbytskyi has the status of a politically exposed person (PEP). This means that all of his financial transactions are subject to enhanced and indefinite monitoring by banks.

Key points of the NACP’s response regarding Dmytro Verbytskyi

In the document received by the UA.NEWS editorial team, the Agency clarified the former official’s legal status: under Ukrainian law, Deputy Prosecutors General are classified as politically exposed persons. This status is public and is indicated in their declarations. Additionally, the NACP reported that Dmytro Verbytskyi’s declarations for 2015–2024 are available in the Unified State Register and open for verification; so, since Verbytskyi is a politically exposed person (PEP), entities subject to primary financial monitoring (in particular, banks) are required to verify the origin of his funds in accordance with Law No. 361-IX.

Why this matters

PEP (Politically Exposed Person) status is a key safeguard against money laundering. UA.NEWS journalists submitted this inquiry to the NACP because Verbytsky’s lavish lifestyle—properties worth $500,000, luxury Porsche cars, and expensive Birkin accessories—does not align with his official income.

Lifetime PEP status will prevent the former official from “hiding” illicit gains within the Ukrainian banking system without providing a detailed explanation of the source of every hryvnia or dollar.

Background of the investigation into Dmytro Verbytskyi 

Dmytro Verbytskyi was dismissed from the prosecutor’s office in the summer of 2024 following a series of investigations. Specifically, the investigations involved the purchase of a house in the elite cottage community “Konik” at a price that was six times lower than market value in the documents, as well as the registration of luxury cars and real estate in the names of close associates, which may indicate the concealment of actual wealth.

Regarding the Register of Corrupt Officials

The NACP noted that an extract from the Register of Persons Who Have Committed Corruption Offenses is provided upon personal request by an individual or with their consent. At the same time, the Agency reminded that information about corrupt officials is published on the official website within three days after the relevant court decision is entered into the register.
